Telemedicine -   Video Consultancy
Video-consultation Services provides the patients who are referred for video consultation services by, government doctors at CHCs where Patient Nodes are setup. The service provider for Video-consultation Services is responsible for scheduling an appointment for forwarded cases / referred patients by the doctors at the CHCs/Authority for Video-consultation Services. The Video- consultation Service Providers shall establish dedicated Command Centre(s) anywhere in India for this Project. The Command Centre(s) shall have Specialist doctors for conducting video-consultation with the patients. The Service Provider shall obtain approval from Authority for the location(s) of the Command Centre(s).
GTI’s Central Patient Portal has integrated with Video Consultancy Services across several CHC’s in the state of UP. It further gives referral to the patients to visit the Video consultancy center situated at the Community Health Centre (CHC).

Patient Nodes
These Sites capture the patient’s information and investigation using medical equipment and transmit in the Electronic Medical Record and telemedicine software for expert opinion of Specialist doctors. These nodes must be equipped with basic setup having multimedia computer system(s). Diagnostic reports of the patient will be transmitted using the telemedicine software system (Electronic Medical Record). Digitizer/ Scanner shall be deployed for digital transmission of X-ray / CT / MRI images. Additionally, a digital ECG device has to be provided. Qualified ANM/GNM and support staff will be deployed. It conducts basic vital test through Tele-medicine kit. Remote Telemedicine Equipment Requirement at Patient Nodes follows:

Command Centre
Specialist doctors (MD and DNB) are deployed at the Command Centre(s) that support the Patients from the Nodes situated at the CHCs. List of Specialists available at the command center is as follows:

Tele-medicine Software
- Enables video conferencing between Patient Nodes and Command Centre(s);
- Enables scheduling of appointments;
- Alerts the patient of upcoming appointment at periodic intervals through SMS;
- Creates and updates Electronic Medical Records of the patient; and
- Should be able to integrate and be able to send/receive alerts (SMS/Email) to government designated service provider(s) for diagnosis, medicine dispensing facility or any other such facility.

Electronic Medical Record (EMR)
The EMR is integrated with Central Patient Portal. The Service Provider uses EMR to register a patient, record medical history and any other detail as be required. EMR system captures mandatory fields and should have the ability to interact with Central Patient Portal. The EMR is developed in compliance with Electronic Health Record guidelines issued by Ministry of Health and Family Welfare, Government of India.

Connectivity
The Service provider provides for the required connectivity to ensure successful video-consultation process and transmit data / reports / images etc.
